You will have to design an HTML theme, that includes few specifically named files (ie. index.html, menu.html). Start here
Use our PHP API class library available here to make the theme dynamic. Classes are there to pull data from the server and render them as you like. Please start with copying a theme available on our git repository.
If you are a git expert, create a pull request. You can also let us know here. We will reply and instruct you about what to do.
